OSBL Pre-Commissioning/Commissioning Specialist
Our client is currently seeking a Pre-Commissioning/Commissioning Specialist to join the Golden Triangle Polymers Project GTPP-OSBL Project in Orange, TX. The Pre-Commissioning/Commissioning Specialist is responsible for ensuring that the GTPP OSBL Project operational assurance readiness requirements are met for pre-commissioning & system turn over from EPC Contractor as well as assistance with Company commissioning & startup.
The GTPP project includes the engineering/design, construction, and commissioning of a petrochemicals complex in Orange, TX to produce ethylene and high-density polyethylene (HDPE). The facility is expected to have a 2,080 KTA ethane cracker, two high-density polyethylene derivative units with a combined capacity of 2,000 KTA, and all supporting OSBL/Utilities.
The initial job location will be at the Engineering Contractor office in Houston, TX, transitioning to the project site in Orange, TX.
Key Job Responsibilities:
Engineering & Procurement Phase (Engineering Office)
- Review/Approve Contractor’s detailed planning and management plans of all mechanical completion, pre-commissioning & handover execution activities
- Review & approve pre-commissioning procedures
- Review & approve turnover dossier development
- Review & approve system definition
- Review with Operation/Maintenance Team, commissioning plans and procedures to verify continuity with project turnover
- Ensure project MOC procedures (Management of Changes) are followed during verification of pre-commissioning activities
- Assist in verification of hydrostatic testing system conformity
- Assists with verification of Contractors claimed status of Pre-Commissioning/Turnover progress
- Report progress of pre-commissioning activities
- Assist with PSSR of all systems
- Verification of pre-commissioning and turnover packages to confirm compliance with project and contractor specifications.
- Verification of completion certificates of systems and equipment in preparation for system turnover
- Provides support to Company Operations/Maintenance Commissioning & Startup Team.
- Other job duties will be assigned from time to time.
Minimum Qualifications:
- 10 – 15 years work experience in refining/petrochemical industry in Construction/Commissioning or Technical Degree (Preference for OSBL/Utilities Systems Experience)
- Working knowledge of Industry Codes and Standards related to plant design
- Knowledge of IEC and IPA standards is a definite plus.
- Candidate should possess an ability to review and understand specifications P&ID’s and related drawings.
- Good working knowledge of Mechanical, Piping, Instruments/DCS/PLCs with pre-commissioning/ commissioning knowledge and an understanding of turnover systems, and procedures.
- Demonstrated ability to work as a part of a multi discipline team.
