Job Description
The Project Development (PD) Engineer is responsible for developing and presenting Midstream projects as an integral role in the continued growth of the Phillips 66 Midstream organization. The Project Development Engineer will work closely with Business Development, Strategy Execution, Value Chain Optimization, Commercial, Marketing, Project Execution, and other stakeholders to develop projects that add value to the Midstream Business Unit. Key responsibilities and accountabilities of the Project Development Engineer are developing high level, single concept project designs and cost estimates utilizing appropriate tools and processes to determine the most viable option taking into consideration cost, schedule, and risk implications. The Project Development Engineer will also contribute as a team member to evaluating and improving Midstream project development processes.
Responsibilities may include:
•Conducting budgetary and detailed cost estimates related to Midstream projects including but not limited to storage terminals, gathering systems, long-haul pipelines and waterborne transportation.
•Understanding a project's size, complexity, and risks to develop a high-level project execution strategy
•Generating creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules
•Coordinating and managing internal Phillips 66 resources and external resources required for project development
•Consulting with Business Development, Strategy Execution, Value Chain Strategy and Optimization, Midstream Engineering Subject Matter Experts and Midstream Projects stakeholders to establish priorities and scope projects that meet the requirements of our internal and third-party customers
•Consulting with operations and technical support staff to verify operability of projects in development
•Presenting developed projects to senior management
•Reporting on metrics relating to front-end loading statistics
Required:
•Minimum 5 years of engineering experience
•Cost estimating to produce a good level budgetary view
•Specialized in working the design for a concept
•Familiar with Midstream assets – pipelines, terminals, NGL’s, crude and experience in the CCS space will be beneficial as well Safety Certification and Training Requirements N/A Required PPE to be provided by Supplier/Contractor N/A Confirm the specific shift hours, if applicable. N/A
